[Openid-specs-risc] A proposal for new website layout and content

Hi all,
Here's a two-column layout proposal for the SSE web page hosted at
openid.net/wg/sse. On a mobile device this would fold into a single column.
Thanks Tom Sato, for your input.

This is a very rough draft, so please suggest changes / additions / rewrite.
