[Openid-specs-risc] Notes from today's call

Hi all,
I've received one "Looks good" comment on the PR. Unless there are
questions / feedback / suggestions / objections, I'd like to merge the PRs
into the caep-draft-01 branch by EOD today.

Since this is the last open item, after this I will create a PR to merge
the caep-draft-01 branch to master.
