[Openid-specs-risc] pull request for naming cleanup

Hi all,
There's an interest from at least one other organization (FDX) to use the
SSE spec for a purpose that is different from CAEP or RISC. This is a goal
that we have stated when the WG was reconstituted.

Also, within the WG, we have two use-cases: CAEP and RISC. To make sure
that the profile spec is independent of any particular use-case, I've
created this pull request to make sure that:

   1. "Control plane" events such as "verification" and "stream updated"
   are in the SSE URL namespace.
   2. Delivery methods are in the SSE namespace

Also, in the previous draft, we were wrongly trying to create another IANA
Repository for the subject types defined in this spec. Since we are relying
on the SecEvents Subject Identifiers draft now, for this, I have also
removed the corresponding section from the SSE profile spec, and am instead
referring to the repository created in that spec.

Please review the pull request. We can discuss this in tomorrow's call if
it makes sense:
