[Openid-specs-risc] IANA registry for RISC

As discussed on today's call, IANA registries are typically only created late in the standardization process. RISC currently only defines the Subject Identifier Types registry, and that should be removed from the draft in favor of the definition in draft-ietf-secevent-subject-identifiers<https://datatracker.ietf.org/doc/html/draft-ietf-secevent-subject-identifiers>. However we should define one for SSE event stream metadata parameters.

Does anyone know the status of the IANA registry for the RISC spec? I couldn't find it here<https://www.iana.org/protocols#index_S> even though the RISC spec talks about establishing one here<https://bitbucket.org/openid/risc/src/master/openid-risc-profile-1_0.txt#lines-1656>.
