[Openid-specs-risc] Updated version of the spec

Hi all,
I've updated the spec here, after incorporating feedback from Asad, and
from today's call. I feel this is now ready to send for external review. As
discussed on the call today, we will review the CAEP event types spec that
Tim is working on, and release both drafts simultaneously. Please review
this draft and provide your feedback - either as comments in the Google Doc
or in email to this list.
