[Openid-specs-risc] SSE Profile spec review

Hi all,
We're getting very close to releasing the spec outside the working group
for comments. I'm a bit concerned about the paucity of comments since we
migrated the spec to using the SecEvents Subject Identifiers draft. I'd
like to impress upon you that this is a very good time to review the draft,
before it is made public.

I've made a few changes today based on an internal review (which is still
in progress). The main change is that the "stream updated" event described
in the SSE Profile spec now does not require the subject to be a SPAG.
