[Openid-specs-risc] Update SSE draft spec

Hi all,
I've placed an updated version of the draft SSE specification in the shared
drive here.

There are some open questions, which we need to address:

   1. Do we need to define our own IANA  registry or do we need to extend
   another registry that was created earlier (e.g. RISC or SecEvents)
   2. We need to resolve the issue of adding claims that are not defined in
   the SecEvents Subject Identifiers draft.
   3. We probably need to add more subject identifier types, but I will add
   those after we progress on the Event Types draft.
