[Openid-specs-risc] Draft of SSE spec

Hi all,
Happy 4th to all of you!

I worked on all the changes we discussed in the virtual workshop and was
able to incorporate them into this new document. I've resolved all comments
from the old draft that we were working on during the workshop, and created
new comments in this doc for those that haven't yet been resolved. Please
take a look here:

Since this now incorporates a lot of the comments from the team, I have
created a pull-request for the updated SSE profile spec here:
