[Openid-specs-risc] SSE Use Case Template - draft for review

No, the deadline for today was just to get feedback about the format.

We can continue collecting use cases on an ongoing basis as new ones are
brought up. In the meantime, Asad and I will be consolidating the existing
use cases into this format that we're agreeing on.
