[Openid-specs-risc] Transitioning CAEP to the OpenID Working Group

Hi all,
Our new working group is now formalized at openid.net/wg/sse. We will be
updating the page content soon.

To effect the transition to the OpenID based WG, I propose that all
participants of the informal CAEP standardization mailing list (the email
list caep-discuss at googlegroups.com) do the following:

   1. Join the OpenID RISC mailing list (see link on WG page). This had
   issues in December, but has worked for me earlier this year. If you have
   any trouble joining the OpenID mailing list, please post about it to the
   CAEP list.
   2. To be able to post to the OpenID mailing list, you will need to
   submit the OpenID IPR agreement (see link on the WG page). If anyone has
   concerns about this, please post about it to the CAEP list.

I've changed the weekly meeting invite to use the OpenID hosted conference
call. We will continue to use the shared Google Drive for now, and I will
figure out if there is something equivalent offered by OpenID to share
documents.

For now, it's OK to copy both mailing lists for any discussions, but at
some point of time (perhaps after the next f2f in Cisco), it would be good
to transition fully to the RISC mailing list.
