[Openid-specs-risc] Today's Minutes

Hey Everyone,

Given Canadian Thanksgiving and other scheduling preferences, the first
RISC Draft Meeting has been moved to *13:00 PDT on October 10th*. The
meeting will recur from the original time slot as this is a temporary
change. The gotomeeting and dial in number are unchanged, but I've included
