[openid-specs-rande] call for feedback on OIDC R&S scope and meeting notes

Hello everyone,

at today's OIDF R&E working group call, me and Hannah started a brief
document to define an OIDC scope for the REFEDS R&S EC.

We also started defining which claims could be embedded in an ID Token
in environments where a second call to the userinfo endopoint should be
avoided, as being sought by the WLCG AuthZ Working Group.
