Let me cite Keith on this: "we already had an unpleasant experience with
an identifier that looks like an email address but it isn't".

We discussed the proposed string way to represent the (sub, iss) tuple,
and Mischa had a very good idea IMO: why don't we just use a JSON object
and serialize it? We could just re-use the very same serialization rules
we have for JWTs.
