[Openid-specs-native-apps] Poll for NAPPS call time

not surprisingly, no single time works for everybody

Consequently, I'm proposing we alternate weekly between

1) Tuesday 10 am est (east coast & europe)
2) Wednesday 6 pm est (west coast & APAC)

At least one of these times appear to work for just about everybody

we can adjust for DST etc as we go

Our first call will be Tuesday Dec 10, logistics to follow
