[Openid-specs-mobile-profile] CIBA new invalid_binding_message error code for Issue #133

As discussed on the Jan 8 call and for review by the WG, pull request #58
<https://bitbucket.org/openid/mobile/pull-requests/58/add-an-invalid_binding_message-error-code>
has proposed text with a new invalid_binding_message error code that can be
used on the Authentication Error Response if the binding_message is
unacceptable for whatever reason.
