[Openid-specs-mobile-profile] New Revision of Mobile Discovery

Hi all,

I just uploaded a new revision of the discovery spec. As the only 
change, I added the msisdn parameter to both endpoints along with a 
decription of our consideration regarding privacy and authorization of 
RPs to use this feature.
