[Openid-specs-ipsie] IPSIE chairs update

Hi all,

First I want to thank Dean for having co-chaired the IPSIE working group
with me for the past year. It's been great working with him and you all.
Unfortunately, he has told me that he has to step down as co-chair of IPSIE
as he transitions to a new role, but I will let him expand on the details
instead of putting words into his mouth.

I'm also excited to say that Dick has confirmed that he is willing to step
up as co-chair to continue the work we are doing.

As per OIDF process, any changes of working group chairs need to be
confirmed by the working group, so feel free to respond to this email or
reply to me privately with support or concerns, and we will discuss on our
next call on Tuesday!
