[Openid-specs-ipsie] renaming Identity Lifecycle to Account Lifecycle

Hi all,

I wanted to call your attention to the two PRs that Dick filed after the
call yesterday as discussed. Thanks for being on top of it Dick!

The first PR renames "IL" from "Identity Lifecycle" to "Account Lifecycle":

The second PR moves account provisioning (create and update) from IL1/AL1
to IL2/AL2, leaving only delete/suspend in scope for the first level:

It sounded on the call that there was general agreement on this, and that
if we are going to change the name that doing it sooner rather than later
is better. To that end, I'd like to propose we merge these PRs on Friday.

Note that we have the pending call for adoption out for the SCIM IL1
profile that ends Monday. If we proceed with these changes, we will have a
short list of updates to make to the adopted draft after Monday to use the
new name and scope of AL1.

Please chime in here or on the GitHub thread with any thoughts or concerns.
