[Openid-specs-ipsie] OPC: Account Resolution

I fat thumbed the GitHub web interface and accidentally merged PR 26 when
reviewing Karl's feedback --  so it is now closed

recreated at

and have incorporated alot of Karl's feedback in the current PR
