*Account Resolution*In the IPSIE working group we discussed how account
resolution would work.

This prompted Karl and I to add some additional capabilities to OPC (OpenID
Provider Commands)

- aud_sub - the RP's identifier for the account
- aud_sub_required - metadata from the RP indicating it requires use of
`aud_sub`
- managed_by - a claim to indicate who manages an account
- manage command - allows an OP to change management of an account
