[Openid-specs-ipsie] Call for adoption of IPSIE Common Requirements

Thanks to everyone who responded during the call for adoption period. Based
on the entirely positive responses, this document is now adopted by the
working group.

I will work with Dean to get the current version published on
openid.net/specs
