[Openid-specs-ipsie] Call for adoption of IPSIE Common Requirements

I'm a newbie around here but you have my support. This is a great start and
I'm very happy to see the "no IDP initiated login" clause (I'm assuming
that's what "Unsolicited federation requests SHALL NOT originate from the
IdP" means).
