[Openid-specs-ipsie] IPSIE WG task forces

Following yesterday’s WG call, I took an action item to start work on
defining the task forces and how they coordinate their work to ensure any
cross-cutting concerns are resolved in a compatible manner.  I have opened
an issue in our GitHub repo with my initial thoughts.  I invite the members
to comment on the issue <https://github.com/openid/ipsie/issues/3> with
their feedback.  I’ll report on the outcomes and make recommendations on
the next IPSIE WG call.
