I just noticed that the eCBSV Technical information page

been updated with technical information and there is a eCBSV Technical
Information Guide
<https://www.ssa.gov/dataexchange/eCBSV/documents/eCBSV%20Technical%20Information%20Document%20-%20Version%201.0.pdf>
available.
