[Openid-specs-igov] Oauth2 spec update pushed

Overall good, and responsive to previous comments; a couple nits:

§3.1.2: typo, “client cannot” -> “clients cannot” (or “a public client cannot”)
§3.1.4: typo, “fro” -> “from"
§3.1.9: typo, “COnfidential” -> “Confidential”

The OIDC document hasn’t been updated yet, that I can see, from the same comment stream. That’s the document with the VoT references, the spurious “prompt” parameter, and things like that.
