VoT intends it to be in as a new claim, “vot”, along with a grounding URL for the vector definitions, “vtr". ACR is meant to be a single value, and it’s not a great fit for the VoT structure in my opinion.

I’m open, but I can see some value of ACR perhaps being the underlying country assurance level with VOT standing alone with the appropriate mapping.
