[Openid-specs-igov] VOT

Per our last meeting I am making many edits (to include some reformatting to look like HEART).  In terms of VOT, do we want it as a new claim or embedded within ACR?

VOT has the following example https://tools.ietf.org/html/draft-richer-vectors-of-trust-04#section-4.2.

I’m open, but I can see some value of ACR perhaps being the underlying country assurance level with VOT standing alone with the appropriate mapping.
