[Openid-specs-igov] Initial thoughts on the profile and use cases

Hi all,

I've pulled together my thoughts on profile use cases, claims,
authentication context, and optional technical requirements. These have
been drawn from experience of government identity federations in the UK and
across the EU.

Currently this is in Word format (see attached).
