[Openid-specs-heart] No HEART call next Monday; who's at IIW?

I'll be at IIW. On Monday April 2, I will be at VRM Day
https://www.eventbrite.com/e/vrm-day-2018a-tickets-43870689413 It's held at
the same venue as IIW and it's free.

VRM stands for Vendor Relationship Management which goes hand-in-hand with
Health Relationship Trust. To the extent HEART is about the patient
relationship with hospitals as the "vendor" our mission is much more
closely aligned with VRM than with the OIDF. Although I do appreciate the
support of OIDF for our work in HEART, there's a significant example of
regulatory capture https://en.wikipedia.org/wiki/Regulatory_capture at work
here. Let me stop here before I say too much on an open list.

This week has seen a number of high-profile announcements from the Trump
HHS including Secretary Azar
http://thehealthcareblog.com/blog/2018/03/09/a-four-step-plan-for-the-value-based-transformation-of-the-health-care-system/
and CMS Administrator Verma
http://thehealthcareblog.com/blog/2018/03/08/the-trump-administration-patient-data-rights-value-based-care/
about patient empowerment. Azar's anecdote about OpenTable vs having to
call around restaurant-by-restaurant to find a table is very close to
HEART. We want our health "vendors" to come to us rather that us having to
chase them portal-by-portal.

I'm encouraged by the public statements of the new HHS but I also know that
HEART does not yet figure in CMS BlueButton on FHIR or the VA Cerner
interoperability discussions, or in the draft TEFCA regulations.

*It's time for HHS to recognize HEART as part of TEFCA, CMS, and VA policy,
and plan to enforce HEART along with every FHIR API.*
