[Openid-specs-heart] Most dementia apps lack a privacy policy

While this would be out of scope for HEART specifically, the UMA Legal work
is meant to lower the friction for high-quality privacy policies by
pre-writing clauses that could be absorbed into such policies where
UMA-enabled services are being deployed. We're closing in on the completion
of our license-based legal framework in the next ~month (after which we'll
work on the "model clauses" in earnest).
