Great.  We agree that in the UMA flow the client is known to both the RS
and UMA [enabled] AS

That's why I said that the RS always has the final word regardless of what
any AS says.

HEART only profiles existing approved/balloted standards.  If the AS-first
flow exist today i ask that someone point us to it to consider.
