Just registering is a relatively low bar.  All you need to do is publicly document the meanings of the LoA.   The registration provides a pointer to the documentation.

Recognised trust frameworks has no real meaning (by who how?).

For a technical spec saying they should be registered in the IANA registry is at-least concrete.

It should be up to higher level specs to say what trust framework SAFE BIO or something else depending on application.
