Whoever is accessing the resource server will always do so under their own
identity. The resource server will know whether it’s Alice or the
custodian. Delegation of access to the custodian will be done informally
rather than legally.
For this use case, we are specifying use of the FHIR API, but the HEART
project generally will support multiple APIs. However, FHIR is still far
from widespread adoption by payers.
Creation of a temporary record when Alice calls to make an appointment is
ultimately an implementation decision. It is peripheral to the HEART
project.
Registration is being used for Alice to enroll with her doctor’s practice.
We use registration to mean practice registration and enrollment to mean
EHR enrollment.
We will address the discussion portion of this use case next week, and have
Glen introduce his use case.
