Are we assuming these 30 million users have access in some means to online
resources?  Those with no access would have to rely on some kiosk or
library system to start with - I think thus means of gathering tokens

My homebound relative with no access to anything digital has a visiting
nurse with a laptop the takes his x as online verification

What am I missing
