[Openid-specs-heart] IDEF Baseline Functional Requirements proposed v1

Hi folks - a small proviso and context about the document Adrian shared.
It's an IDESG document, in final draft state, prior to approvals and final
review, so please be cautious. It's publically available now, however,
distribution is very limited until IDESG publishes it. It is on track for
plenary approvals in late June.
Of note: there are no standards coming from IDESG based on this - that's
not the role of IDESG (we seek out standards and do not create them).
