[Openid-specs-fastfed] Strawman proposal for FastFed authentication

In the prior working group meeting, one of the discussion topics was authentication of Providers (as needed for profiles like SCIM). While the risks of long-lived secrets was understood, the alternatives were TBD.

I had an action to come back with a strawman proposal. A rough draft is attached. In particular, see the following new sections.  We can discuss in Wednesday’s WG meeting.
