[Openid-specs-fastfed] FastFed license - all applications?

Thank you for the work on the FastFed license. A few questions.
1. What does “hosted” mean within the definition of “Logo” and in 2(a) and 2(b) ? Why does the deployment model for the application matter? FastFed can apply to any application, be it SaaS, running in a cloud somehow, or running on-premises somehow. Would it make sense to drop the word “hosted” here?
2. Does the language of 2(a) restrict one side to being an IDP, and the other to being the RP? What about Governance Providers which are not IDPs? For example, SailPoint IdentityNow as a Governance Provider also maintains a list of application names and logos for applications being governed. Could it not simply be two applications that use the Federation Protocol, regardless of what the applications are?
