[Openid-specs-fastfed] Recent updates to the FastFed spec

FYI - In preparation for the FastFed meeting tomorrow morning, I just pushed a few small updates.

Change List:

  *   Added the FastFed license (discussed at April meeting, still pending feedback from other organizations)
  *   Clarified handling of duplicate registration messages, based on implementor feedback (Section 6.2.3.2)
  *   Cleanup of typos and grammar

Have a few more topics to discuss in the meeting, including some suggested changes to the discovery and oauth portions.
