[Openid-specs-fastfed] Making the "schemas" field optional in the provider capabilities

Cf. Section 3.3.1. in Fast-1.0-Draft-01.
In the case provisioning is not requested, i.e. "provisioning_profiles” has no value, the “schemas” field doesn’t make sense.
However, it is specified as REQUIRED.
I would suggest editing the spec to make it required only when provisioning is requested.
