[Openid-specs-fapi] Welcoming Dima as a co-chair

Dear FAPI WG,

This email is to formally welcome Dima as an additional co-chair to the
FAPI WG Mailing list. For the record, the nomination was sent out on July 2

and there was no objection but a lot of support by the deadline for
