[Openid-specs-fapi] Several of the links at https://openid.net/wg/fapi/specifications/ are incorrect

This problem arose because of the spec files being renamed - I’ve added the usual redirect from  https://openid.net/specs/fapi-2_0-security-profile.html to the new location.
