[Openid-specs-fapi] Call for Adoption - FAPI 2 HTTP Signing

Dear FAPI Working Group

We discussed on a recent Atlantic call the need to move the FAPI 2 Message
Signing specification to final. However currently we don't have enough
interoperable implementations for the HTTP signatures section of the draft.
We discussed splitting the document so that the more mature elements of the
message signing draft can be taken to final, whereas the http signing
section can remain as a working draft.

As a reminder, this part of the message signing specification leans heavily
on RFC9421, but provides some guidance on implementation and aims to
provide interoperability.
