I have linked the google docs version for better collaboration and to capture any feedback inline--please use comments for any suggested changes.

Please do not hesitate to reach out to me directly if there are any access issues, but doc should be open to all with the link.

The OpenID Foundation would like to submit the package to ISO in May, so please consider this the first round of review. I will follow up with this group on one of the upcoming WG calls in the near future.
