The following documents does not appear with a “shall”. 

* ISODIR2
* RFC6797
* RFC7591
* RFC7592
* RFC8659
* attackermodel

They need to be moved to the Bibliography from the Normative reference. 

Having said that, I want to find out the way to normatively require **attackermodel**.
