Why? Apple Pay using locally signed authorizations do not suffer from such limitations.
Maybe some banks simply are worried that enabling A2A transactions at the point of sale AND on-line using a SINGLE integration would eventually ruin their card business? This analysis is incorrect, because in such a system you can drop VISA and their likes, effectively INCREASING the profit margin.
In fact, you can even eliminate intermediaries like Stripe (and PISPs), using a more agile concept:

Since existing P2P payments do not rely on intermediaries, this concept is by no means as "revolutionary" as it may appear. Well, DECENTRALIZED discovery services is not something the ISO 20020 folks eat for breakfast. However, this it is not entirely different to how DNS is currently used.
