[Openid-specs-fapi] Drafting guideline / directives esp. for FAPI editors

Dear FAPI WG members:

I have drafted a drafting guideline for our specs.

It is in line with the ISO Directives and makes the drafts translation and
screen reader friendly. Hopefully, FAPI editors will find it useful.
