[Openid-specs-fapi] IIW Session timezone consideration

Just FYI, I am imposing a "no starting call" policy between midnight till
6:59 AM JST.
I could bend that a little bit for IIW, but even then, considering
previously planned meetings, the following is pretty much what I have left
with.
If you plan a session during that time slot, please let me know.

* Session 1
* Session 5
* Session 11 (that coincides with eKYC WG)
