SPC is the first attempt in 20 years doing something concrete about on-line payments so the stakes are pretty high.  SPC is backed by FIDO alliance, W3C, EMVCo, Google, Stripe, Microsoft, etc.  The Open Banking folks do not appear to be overly interested though.
