[Openid-specs-fapi] Open Banking regulatory issue

Secure Payment Confirmation from W3C more or less presumes that Stripe, MasterCard et al take over the issuance of payment credentials from banks

otherwise it would obviously not scale since most banks already have their own take on 3DS.

Is this compliant with Open Banking regulations?  No need for a contract?
