[Openid-specs-fapi] FIDO/WebAuthn Payment Proposal

Although Google introduced WebAuthn payment support in the most recent version of Chrome, I'm personally not convinced that a step-up authentication solution really is what the industry is looking for.  3DS was a great idea back in 1998 but is it still relevant 2021?

Anyway, this proposal builds on encrypted authorizations rather than authentication:
